Bill was born on February 27, 1926, on the family farm east of Chinook to Porter Cleveland (PC) and Nora (Webb) Overcast. He attended North Fork school and Chinook High School. In November 1951 he married LaVeda Waggoner. He lived his entire life on the family farm which he purchased from his parents in 1956. Along with farming, he had various jobs during the off season throughout the years. They included hauling bulk fuel, hauling rock to rebuild the Paradise Dam, and working for the railroad. One of his favorite crops to raise was sugarbeets and the last beets to be hauled to the receiving station in Chinook came from the family farm in 1978. He sold the farm to his son in 1996.
Along with his joy of farming, he also enjoyed going out to the Bears Paw Mountains with his family to fish and relax.
He was preceded in death by his parents, brothers Marson (Pete), Woodrow, and Austin, sisters Thelma, Imogene, Alice, Opal, and Nora Hope, and grandson Justin Overcast.
He is survived by LaVeda, his wife of 64 years, daughter Barb (Don) Swenson and son Don (Judy) Overcast, both of Chinook and grandchildren Trinity (Misty) Swenson, Melissa (Dana) Gasvoda, and Jessica (Jay) Van Voast and great-grandchildren Vinnessa Lundstrom, Wylie and Reuben Swenson, Brett and Chase Gasvoda and Adalyn Van Voast.
